Mr. Mullins is a registered patent attorney with two decades of patent-related strategic counselling, prosecution, litigation, post-issuance administrative proceedings, trade-secret, licensing, opinion writing, portfolio analysis, and due-diligence experience. With a primary focus that has led to securing patent protection for hundreds of inventions, he has authored patent-practice and other intellectual property (IP) publications, been engaged as a guest speaker, lectured in other venues on technical and legal patent topics, chaired professional committees, mentored, and served as a community judge.

PROFESSIONAL TECHNICAL EXPERIENCE

Mr. Mullins worked as a Patent Examiner at the U.S. Patent and Trademark Office (USPTO) in Washington, D.C. focusing on technologies relating to dynamic information storage and retrieval portable devices, PCs, and software implementations. As an Associate Attorney he prepared and prosecuted high-tech patent applications for nationally recognized IP law firms. As a Law Firm Principal in Southern California he served inventors of all sophistication levels on inventions covering electrical and computer engineering, medical devices and treatments, smart card and mobile device architectures, optics, software and business methods, semiconductor fabrication, and Internet gaming and transactional networks. Currently, Mr. Mullins is highly engaged in the patent preparation and prosecution of hardware and software related inventions.


EDUCATION

Mr. Mullins holds a Bachelor of Science in Electrical Engineering from the University of Houston, and a Juris Doctorate from Santa Clara University. While in law school, he was a member of the SANTA CLARA LAW REVIEW, invited presenter on USPTO patent procedures, student government appointee, and founder of the school’s Ethics Publications Committee.
